In this capacity, Lucien’s main duties will be to develop and structure Afnic’s partnership activities, to represent it in groups or structures throughout France and abroad, particularly in the area of public policies related to development of the Internet and digital technologies, to disseminate and promote the association’s expertise and to participate in the transfer of Afnic’s competences and knowledge both externally and internally. He will report directly to Benoît Ampeau, Director of Partnerships and Innovation at Afnic.

Before joining Afnic, Lucien Castex was Secretary-General of the Internet Society France (ISOC) from 2017 and a researcher specialising in digital law and policies since 2007. He was also a consultant to UNESCO on Internet governance and the societal impacts of emerging technologies. Before joining the Sorbonne Nouvelle University in 2014, from 2011 to 2013 he was a research fellow at the National Audiovisual Institute and associate researcher at the Technologies, Territories and Societies Laboratory (École des Ponts ParisTech, Gustave-Eiffel University, French National Centre for Scientific Research (CNRS). He also taught private law and criminal sciences at Bourgogne University from 2009 to 2011 and at Paris Nord Sorbonne University from 2007 to 2009. Lucien started his professional career in 2005 as an expert consultant in digital strategy issues before taking up the role of Special Advisor at CNRS from 2007 to 2009.

Having studied law (École de Formation du Barreau law school, Paris II, Paris V and Paris X Universities), Lucien Castex, 41 years old, is a graduate of the École Normale Supérieure graduate school (Department of Cognitive Studies) and of Paris IV University in Philosophy and Sociology.

About Afnic

Afnic is the acronym for Association Française pour le Nommage Internet en Coopération, the French Network Information Centre. The registry has been appointed by the French government to manage domain names under the .fr Top Level Domain. Afnic also manages the .re (Reunion Island), .pm (Saint-Pierre and Miquelon), .tf (French Southern and Antarctic Territories), .wf (Wallis and Futuna) and .yt (Mayotte) French Overseas TLDs.

Afnic is also the back-end registry for the companies as well as local and regional authorities that have chosen to have their own TLD, such as .paris, .bzh, .alsace, .corsica, .mma, .ovh, .leclerc and .sncf.

Established in 1997 and based in Saint-Quentin-en-Yvelines, Afnic currently has nearly 90 employees.
