The matter in brief
As part of its attempts to fight violations of the .fr Charter, on 18 July 2005, AFNIC’s Board of Directors took the decision to block domain names belonging to KLTE Ltd.
This decision was ratified by the interim order of 25 April 2006 by Versailles Tribunal de Grande Instance (Court of major jurisdiction of first instance). Although KLTE Ltd made some transfers or deletions in accordance with the terms of the order, most domain names are still blocked.
Procedure
The domain names registered by KLTE Ltd that are still subject to a blocking order will be deleted on 2 November 2009.
The domain names concerned can be checked on the AFNIC website:
www.afnic.fr/doc/ref/juridique/noms-bloques-klte.
AFNIC gives special consideration to all interested parties who have already approached KLTE Ltd unsuccessfully to obtain a transfer of a domain name.
It will be possible to obtain a transfer if all the following conditions are fulfilled:

the request for the transfer was submitted to KLTE Ltd between 25 April 2006 (date of the interim order by Versailles Tribunal de Grande Instance) and 2 October 2009 (date of publication of this information);
the request is based on rights binding on third parties;
third parties must submit a dossier to AFNIC including all documentary evidence before the end of the 30-day redemption period following deletion of the requested domain name (i.e. between now and 2 December 2009, at the latest).

This procedure will be extended to other KLTE Ltd names that have been blocked if the registrars concerned request their deletion.
