Afnic organised two consultations from 16 October to 24 November 2023 to submit its proposed changes to limit abuse of the .fr and French overseas TLDs. Today we are publishing a summary of the contributions received.

The goal was to gather views on the proposed change to the data verification process for holders of .fr and French overseas TLDs (.re, .pm, .tf, .wf and .yt).

We received nine contributions to the “consultation concerning the common system for verifying holders’ data”. The “consultation on graduated sanctions on registrars who do not fulfil their commitments regarding the fight against abuse” was not the subject of a dedicated response, however respondents to the consultation on the common system indirectly provided contributions.

The respondent profile was varied: registrars, users and intellectual property firms. We would like to thank them for their participation and for the complementarity of their proposals.

The responses received confirm that the implementation of a common system for verifying holders’ data is of value in the fight against abuse, even though some concerns were expressed regarding the complexity of the process and the indicated time frames.

The other responses as a whole showed a strong desire for collaboration between Afnic and the registrars with the aim of maintaining accurate and complete data in the Whois database and ensuring their integrity.

The contributors also encourage us to go further still with the possibility of pooling and sharing information. This follows the lines already identified: the possibility to evolve the system towards a mutual trust-based model that would allow for the sharing of information and improvement of qualification based on enhanced identification data (digital identities, trusted third parties) to be shared in a 3R (Registry, Registrar, Registrant) model.

Afnic is also the back-end registry for the companies as well as local and regional authorities that have chosen to have their own TLD, such as .paris, .bzh, .alsace, .corsica, .mma, .ovh, .leclerc and .sncf.

Established in 1997 and based in Saint-Quentin-en-Yvelines, Afnic currently has nearly 90 employees.
