07/20/2005

Saint Quentin en Yvelines, July 20 2005

The board of directors of the AFNIC (the French Network Information Centre) issued a decision on 18 July 2005
concerning the case of KLTE Ltd., the owner of more than 1200 .fr domain names of which many
are closely similar to trademarks, some of them well-known.

These manifestly improper registrations constitute a wholesale misuse of the .fr Charter,
and have aroused numerous complaints from legal claimants concerned.

Since it had not received any convincing explanations, the board of directors decided on 18 July 2005, and pursuant
to Article 36 of the naming Charter, to block the names registered by KLTE Ltd.,
and display the list of them on a public page
of the AFNIC site to enable any aggrieved persons to state their claims.
These names will be blocked for three (3) months from 21/7/05, after which time, the situation will be re-examined.

The blocking decision concerns all domain names of which the owner is identified by the SIREN number
for KLTE Ltd. as a foreign company registered in a French Trade and Corporate Register (RCS).
The names registered via the DieWebagentur.at
registrar, but of which KLTE Ltd. is not the owner, are not affected by this decision.

The list of KLTE Ltd.’s domain names affected by a blocking operation (updated in real time, with the current file processing, subject to omissions
or pending operations) will be published as soon as possible.

Update on 22/7/2005:
List of KLTE Ltd.’s domain names affected by a blocking operation
updated in real time, with the current file processing, subject to omissions or pending operations.

About Afnic

Afnic is the acronym for Association Française pour le Nommage Internet en Coopération, the French Network Information Centre. The registry has been appointed by the French government to manage domain names under the .fr Top Level Domain. Afnic also manages the .re (Reunion Island), .pm (Saint-Pierre and Miquelon), .tf (French Southern and Antarctic Territories), .wf (Wallis and Futuna) and .yt (Mayotte) French Overseas TLDs.

In addition to managing French TLDs, Afnic’s role is part of a wider public interest mission, which is to contribute on a daily basis, thanks to the efforts of its teams and its members, to a secure and stable internet, open to innovation and in which the French internet community plays a leading role. As part of that mission, Afnic, a non-profit organization, has committed to devoting 11% of its Revenues from managing .fr Top Level Domain to actions of general interest, in particular by transferring €1.3 million each year to the Afnic Foundation for Digital Solidarity.
Afnic is also the back-end registry for the companies as well as local and regional authorities that have chosen to have their own TLD, such as .paris, .bzh, .alsace, .corsica, .mma, .ovh, .leclerc and .sncf.

Established in 1997 and based in Saint-Quentin-en-Yvelines, Afnic currently has nearly 90 employees.
